It takes almost your entire storage capacity to upgrade anything at TH14. Your max storage is 20M gold/elixir and it takes 17.5M to upgrade a cannon (to level 20). This means that all you can fit in a storage is enough to upgrade one more thing.
I much preferred when your storages could hold more. They're supposed to be storages.
