Should I skip to th 10 or max out first

Maxed my defense. Still got heroes and some spells left..- Hey I was thinking about adding BH10 with the feature of having battle machine moving to main village like the one you did with 6th builder in BH9! Of course if the number of heroes is the problem, you can limit the number of heroes taken into each war to 4! Please make it happen!
- Why is this happening? It been doing that alot lately
