Isn't the forge useless unless you're maxed?

Seriously who is spending 3.3m gold / elixir, 2.5 days and a builder all just to get a measly 1400 capital gold?

Isn't this actually laughably bad??? Only way I see it ever being useful is once you are fully maxed and have nothing else to spend gold/elixir/builders on
