One of our top players in war keeps attacking the bottom bases

In our cwl this week our number 3 has consistently attacked far below his number. At like numbers 10-15. Its unfair on our lower members who end up with no one to attack and its also unuseful because its a wasted attack that could go towards defeating the top bases.
