Should I max traps before next th? Or is it okay if they're 1 or 2 townhalls behind on levels

I am basically a max bh5 who has 2000+ Bh trophies my opponents would usually be bh 6 and 7's is this normal? oh and I had to blur out some stuff(dont want my account to be stolen)- And yet again another clan stolen from me and supercell does nothing.
